How to turn off the Security Center
on XP Service Pack 2

And the annoying balloon's that pop up everytime you turn on your computer

  

First go to the
Control Panel

Start, Settings, Control Panel

and click on

On there click on
Change the way Security Center alerts me
as below

  

Then Un-Check all Alert Settings

All done
